Including all of Park addition to the town of Savanna. To comply with the provisions of Title 11Okla. Stat. Sec 21-103 (B), the following prosed as a plan for extending municipal service which would be appropriate to the territory to be annexed. Unless otherwise stated or determined at the public hearing, implementation of this plan shall be completed within a reasonable time. The proposed plan shall be available for inspection during normal business hours at the office of the City Clerk of the City of Savanna, Oklahoma, at City Hall. It is to be explained and discussed at the public hearing to be held on February 13, 2017 at 6:30 pm at City Hall. The plan may be amended through negotiation at the public hearing. The final service plan shall be incorporated into and made a part of the ordinance annexing the territory proposed for annexation. Municipal Services to Be Provided: 1. Police and Fire protection: This is an appropriate service and will be provided within the annexed territory immediately upon annexation. These services will be provided by the Savanna Police Department and Savanna Volunteer Fire Department with backup support by other law enforcement agencies and fire departments of Pittsburg County, Oklahoma, as needed. 2. Street and road construction and Maintenance: All public streets and roads located within the annexed territory will be maintained and repaired by the Street Department of the City of Savanna, Oklahoma. Construction of new streets and roads will be done as needed and as financing is available. 3. Public Utility Services: The only utility services currently owned by the City are sanitary sewer and water services. These are leased to the Savanna Utilities authority. Existing sewage and disposal system and water service at the present appear adequate within the territory to be annexed. If the need for these services increases, additional system may be called for and will be provided as needed and financing is available. The financing of any municipal service to be provided, which are not currently existing with the territory to be annexed, will be provided by the general or dedicated funds of the City as they can be provided, or in the alternative, with approval of the electors within the affected area, by special assessment to the owner's property within the annexed territory.
