RESOLUTION 17-02 HEALTHY FOOD RETAIL RESOLUTION This Healthy Food Retail Resolution is adopted by Resolution No. 17-02 by the City Council of the City of Krebs on April 18th, 2017. Findings WHEREAS, the City Council is obligated to protect the health, safety, and well-being of the residents of City of Krebs. WHEREAS, the health and well-being of the residents of City of Krebs are critical for a prosperous and sustainable City of Krebs. WHEREAS, more than two in three adults and more than one in three children in Oklahoma are overweight or obese.1,2 Obesity is a chronic condition associated with heart disease, stroke, cancer, and diabetes – preventable diseases that are among the leading causes of death in the United States.3 Oklahoma has one of the highest rates of type 2 diabetes in the country.4 WHEREAS, poor diet is one of the main causes of obesity. WHEREAS, research shows that few Oklahomans have a nutritious diet. Fifty percent of adults and 44 percent of adolescents in Oklahoma report eating fruits less than once a day.5 Twenty-seven percent of adults and 40 percent of adolescents in Oklahoma report eating vegetables less than once a day. 5 WHEREAS, studies show an association between access to healthy food and better health outcomes, such as lower rates of obesity, diabetes, and other chronic diseases. 6-13 WHEREAS, Oklahomans have poor access to healthy food. Almost 40 percent of Oklahomans live in areas without a single healthy food retailer.14 An additional 30 percent of Oklahomans live in areas where there are more unhealthy food retailers, such as fast food outlets and convenience stores, than healthy food retailers, such as supermarkets.14 Only 4 percent of Oklahomans live in areas where there are more healthy food retailers than unhealthy food retailers.14 WHEREAS, employers care about the health of the community and workforce. Across the country, employers are increasingly including workforce health in decisions about where to locate new sites.15 WHEREAS, the annual cost to Oklahoma in medical bills, workers’ compensation, and lost productivity for overweight, obesity, and physical inactivity exceeds $854 million.16 WHEREAS, improving access to healthy food retail has economic benefits. If every Oklahoman eligible for the Supplemental Nutrition Assistance Program enrolled, the state would see several million dollars in additional economic activity.17-19 Commitment THEREFORE BE IT RESOLVED that the City Council of City of Krebs hereby recognizes that the food retail environment has a substantial impact on the health and well-being of our citizens and the environment and economy of City of Krebs. In light of the foregoing findings, City of Krebs commits to doing all it can to improve the food retail environment, especially in Krebs’s most underserved areas. BE IT FURTHER RESOLVED that the City Council of City of Krebs resolves to direct the Taskforce created by this resolution to take all of the actions set forth in this resolution.
